So there is a malfunction in the second torque sensor of the electric power steering (All in all there should be four torque sensors.)
First, I would check the wiring, harness etc. It could be a corrored or damaged cable. Maybe the sensor itself is defective.

this code just happened when i changed the fuse link n battery
I used Launch X431 its a permanent code with no other faults or codes

I don't believe, your error has something to do with the change of fuse and battery.
So, did I get it right? The Power Steering Indicator is on and the Power Steering isn't working?
I would check the harness. Often I heard something about a broken wire here, a corroded connector plug there. But it could get quite difficult to find the real cause. Your only hint is the torque sensor. This is the area where I would begin to check the wirings and so on.
